How far can California go to impose our policy choices on other states, or other countries?

A bill that recently passed the California Legislature would require publicly traded corporations with their principal executive offices in California to have at least one woman on their corporate board by the end of next year. By the end of 2021, if such a company has a six-member board, three must be women. Gov. Jerry Brown is contemplating signing the bill. MORE
