It’s not a legal issue but a moral issue.

Americans forgot that we started and supported the “Arab Spring” revolution over there and failed with Syria. When Obama was going to bomb Syria the whole world called foul. This helped Isis recruit followers and get strong. So now we have to help bring in their homeless immigrants. Also Syria is a secular nation. So, the Jihadist issue does not apply to them. Sunni countries are the problem. Iran is not Sunni.
