
Title 7 of the U.S. Civil Rights Act provides for an “accommodation” be made for any worker, public or private, whose personal convictions, religious or otherwise, prevent carrying out of duties. Kim Davis and others in her position, most commentators now say, should be given such an accommodation, so that she would not be required to act against her conscience in the performance of her duties. Others in her office thus could issue the licenses, as long as her name was not used on the license or certificate. At the same time, since the equal rights to marriage was a federal court decision, Congress should pass a law specifying this accommodation to the case at hand.
