Use lessons from ’70s gas crisis to reduce traffic now

I can see from a couple of trips from Gardena to Santa Monica that the peak hours are not diminishing. In thinking of a positive solution, I began to recollect what we did in the 1970s when we had the gas crisis. I remember the even, odd days for filling up on gasoline. More importantly was the different companies and businesses starting flex working hours. They got together and scheduled workers to come in at different hours according to their business. Some would start at 6 a.m., others at 7 a.m., others at 8 a.m., 9 a.m., 10 a.m. and so on, and it worked.
Why can’t we do this now? Schools could do the same. Grammar schools could start at 8:30 a.m. and high schools at 8:00 a.m. and colleges at 9 a.m.
In the meantime, we need to start double-decking the freeways with the upper decks being toll lanes for passenger vehicles only. Not to leave out trains or monorails. All aboard. Time to get started.
