

California needs to adopt a policy that will prevent and elevate the crisis’s that we have, “over population.” The solution would need legislation which would have to override a Federal Law that regulates “Freedom of Movement.” The State could adopt an Immigration policy like the Federal government. Under this law we could limit the amount of permanent residence to the amount of people leaving the state each year. Once adopted those wish to move here would have to file and wait their turn. Companies who would want to relocate would be allowed to bring in their employees if they wish to do so and not be part of the quota.
